Substantial Completion
substantial completion is the point in construction where the contractor feels the space is completed to a point where the tenant or owner may reasonably inhabit the structure. The remainder of the work should be minor, consisting of insignificant finishing of materials, cleaning, etc. Most importantly, this remainder of work must not considerably impair the use and enjoyment of the space during its execution. At this point, the contractor will inform the owner or architect, and the architect will issue a punch list.
