The Nominal Size is the size assigned to an entity (such as lumber or [[rebar]]) for easy reference, and is different from the [[ActualSize Actual Size]]. Typically, the Nominal Size is larger, and most often rounded to an easy fraction.
For lumber, the Nominal Size is the real size of a rough sawn member before it is planed, dressed, or seasoned. These processes will reduce the [[ActualSize Actual Size]] of the member. A piece of 2x4 (nominal) is typically around 1.5"x3.5" (actual).
